SPF is a measurement of how much solar energy (UV radiation) is needed to cause sunburn on skin that is protected from the sun (i.e., when wearing sunscreen) in comparison to how much solar energy is needed to cause sunburn on skin that is not protected from the sun. Sunburn protection rises with the SPF number.
